The Study on the Formation of the ASEAN Power Grid Transmission System Operator Institution (ATSO), a research project implemented by Nord Pool Consulting, provides an overview of the international case studies that have been used as the basis for creating the ATSO project deliverables. The international case studies are from southern Africa, the European Union, Japan, and the Greater Mekong Subregion (GMS); experiences from Australia and other areas are also referenced throughout the report. All the regions show that regional cooperation in power generation and transmission is worth pursuing.

This report discusses a potential high-level market concept for the Association of Southeast Asian Nations (ASEAN) – outlining a potential roadmap for development within the market design and potential functions of the ASEAN Power Pool (APP). The last chapters summarise the APP guideline and implementation plan. The guideline covers both organisational and technical considerations for the establishment of the APP. The open access agreement is defined and discussed as part of the guideline. The objective is for the guideline to be used as the basis for defining and building the APP organisation including the related technical aspects, as well as identifying the key functions and tasks the APP should aim for after its establishment. The guideline proposes APP working groups to define, review, and harmonise the regional regulation and agreements.
