Abstract

This paper reviews the coherence of the regulatory management system in Japan. Part 1 explores the evolution of regulation in Japan from sector-based regulatory review through the adoption of Regulatory Impact Analysis and the current Special Zone approach. Parts 2 and 3 explore how the regulatory management system was applied to two case studies of regulatory change: Agency Worker Law and Taxi Revitalization Law.
