VIVA – World Bank telah merilis indeks modal manusia atau human capital index (HCI). Dalam indeks itu Indonesia hanya sebesar 0,53 dari skala satu.Ini menyebabkan Indonesia ada di peringkat 87 dari 187 negara, atau tertinggal dari Singapura di peringkat 1, Vietnam 48, Malaysia 55, dan Thailand 65. Ekonom senior Economic Research Institute for ASEAN and East Asia (ERIA), Fauziah Zen, menjelaskan, dari tiga indikator indeks yang mencakup tingkat pendapatan, kesehatan, dan pendidikan manusia tersebut membuat Indonesia terbelakang, terlebih tidak fokusnya pemerintah investasi di pendidikan.
