Division of Labour Amongst Innovation Intermediaries in Agricultural Innovation Systems: A Case of Indonesia

In many developing countries, agriculture tends to be the most important industrial sector, rendering the role of agricultural innovation strategic in the process of economic development of a country. Since the 1960s, the views towards agricultural innovation have evolved quite substantially moving away from the perspective that equates innovation as mere invention. The most recent view sees agricultural innovation as a dynamic process involving different factors and actors of farming systems, supply chains, policy environment and societal systems whereby multiple interactions take place. Given that many Asian countries are developing countries, studies on agricultural innovation would give valuable insights into developing countries’ agricultural innovation system where different actors, known as innovation intermediaries, play different roles in technology transfer and knowledge dissemination.

As part of its research activities, the Economic Research Institute for ASEAN and East Asia (ERIA) invites Dr. Nobuya Fukugawa, Associate Professor of Tohoku University to deliver a special lecture on agricultural innovation systems to policymakers, private sector, industry association, higher education sector and non-governmental organisations.

The lecture will present the result of a case study on Indonesia’s agricultural innovation system particularly the division of labour amongst innovation intermediaries. It will highlight the current Indonesia’s agricultural innovation system depicting the division of labours between actors in the system. It will also provide a discussion on the factors that influence the arrangements of actors in the system including the changing governance system and the ensuing shift in political decision-making.

Short Bio of the Lecturer:

Nobuya FUKUGAWA is an Associate Professor at the Graduate School of Engineering, Tohoku University, Japan. He has been working on economic analysis of innovation intermediaries that promote knowledge spillover in national, regional, and sectoral systems of innovation. He has also examined the roles and impacts of innovation intermediaries, taking examples of science parks (IJIO 2006), business incubators (IEMJ 2018), new technology-based firms (JTT 2013), biotechnology startups (EconLett 2012), liaison offices at national universities (IJTM 2017), local public technology centers or Kosetsushi (Technovation 2009; Scientometrics 2016), cooperatives among small firms (JSBM 2018), voluntary groups among small firms (SBE 2006), and voluntary groups among motorboat racers (ApplEcon 2018). In addition to that, he has been teaching the economics of innovation at universities in Japan, South Korea, France, and Italy.
