ASEAN Petroleum Security Agreement (APSA) Improvements on Coordinated Emergency Response Mechanisms for Natural Gas

ASEAN Petroleum Security Agreement (APSA) Improvements on Coordinated Emergency Response Mechanisms for Natural Gas

Project Overview

This project examines the evolving role of natural gas in ASEAN’s energy landscape and its implications for regional energy security, economic resilience, and the clean energy transition. Natural gas currently accounts for about one-fifth of ASEAN’s total primary energy supply, serving as the lowest-carbon fossil fuel and a critical bridge in balancing rising energy demand with climate commitments. Yet the region faces significant challenges, including declining domestic production, infrastructure gaps, volatile global prices, and increasing dependence on imports.

The study provides a comprehensive analysis across four dimensions: demand trends, supply infrastructure, policy and governance, and market dynamics. It underscores the importance of enhancing connectivity, diversifying energy sources, and coordinating policy responses to mitigate supply risks. By identifying investment gaps and proposing policy options, the project seeks to support ASEAN Member States in securing a stable, affordable, and cleaner energy future while preserving competitiveness and resilience in an increasingly volatile global market.
