Southeast Asia’s energy transition must respond to rapidly growing energy demand while advancing decarbonisation, energy security, and economic development. The AZEC Inclusive Transition Finance Catalyst (AITF Catalyst) Playbook explores how transition finance frameworks can be translated into practical, credible, and investable energy projects. Drawing on the Catalyst’s first-year engagement with pilot projects, it introduces a project-level approach structured around three interrelated lenses – Feasibility, Eligibility, and Bankability – together with an Entry Point matrix to diagnose binding constraints and identify appropriate levers to address them. It highlights the importance of co-ordination amongst project owners, governments, financial institutions, and development partners. The Playbook further emphasises energy security and resilience, as well as an ecosystem approach that considers complementary technologies and infrastructure across value chains. By aligning project-level problem-solving with long-term decarbonisation pathways, it offers a practical reference for stakeholders seeking to build stronger pipelines of investable projects and accelerate an inclusive and resilient energy transition across Southeast Asia.
