This book synthesises the findings of a preliminary study exploring an ASEAN Local Resource-Based Food Reserve (LRBFR) mechanism, proposed under the 2023 ASEAN Leaders' Declaration. Drawing on case studies from all ASEAN Member States, the book examines existing national food reserve systems, lessons from the implementation of the ASEAN Plus Three Emergency Rice Reserve (APTERR), and recommendations for the possible design of an ASEAN LRBFR mechanism. The findings show that whilst rice remains the primary reserve commodity, the scale and management of food reserves vary across countries. APTERR's experience highlights the importance of institutional co-ordination, timely logistical responses, and enhanced monitoring systems. Key recommendations for establishing an ASEAN LRBFR include diversifying reserve commodities based on local resources, harmonising policy frameworks, ensuring consistency with World Trade Organization (WTO) rules, and maintaining flexibility to respond to climate- and market-related risks. Ultimately, developing a regional LRBFR will require strong political commitment and adequate financial and institutional support to strengthen ASEAN's collective resilience to future food crises.
