Formulated following the 2023 ASEAN–Japan 50th Anniversary Commemorative Summit, the ASEAN–Japan Automotive Industry Transformation Masterplan provides a strategic roadmap to 2035 for strengthening ASEAN’s automotive competitiveness while accelerating decarbonisation. Against a backdrop of market uncertainties and global pressures, the Masterplan guides the transformation of ASEAN’s automotive industry through decarbonisation, digitalisation, and servitisation.

The strategy adopts a varied pathways approach that reflects the differing economic capabilities of ASEAN Member States. In the near term, it prioritises low-emission internal combustion engine and hybrid electric vehicles while simultaneously developing the workforce, digital infrastructure, and regulatory frameworks needed to support wider adoption of electrified vehicles (x EVs) beyond 2035.

The report sets out an implementation framework structured around key priorities, including competitiveness, regional supply chains, material circularity, new mobility business models, and deeper ASEAN–Japan co-operation. Together, these priorities aim to support the transformation of the region’s automotive industry and build a competitive, resilient, and sustainable automotive ecosystem.
