ERIA Hosts Second Workshop on Transposition of Tariff Lines for Cambodian Officials

Phnom Penh, 8–9 May 2025: The ASEAN Harmonised Tariff Nomenclature (AHTN) is specifically developed to address the trade dynamics and needs of ASEAN Member States. Given the ever-evolving nature of global trade and technological innovation, the AHTN must be regularly updated to remain aligned with revisions made by the World Customs Organization (WCO) to its international tariff classifications. This alignment is essential to ensure the continued relevance and accuracy of goods classification within the region. Key iterations of the AHTN include the AHTN 2007, AHTN 2012, AHTN 2017, and the latest AHTN 2022.
To support Cambodia’s transition from AHTN 2017 to AHTN 2022, ERIA’s Capacity Building Programme – supported by the Government of Australia – organised the second edition of its specialised workshop series on 8–9 May 2025. The workshop, titled ’Transposition of Cambodia’s Tariff Reduction Schedules (TRS) from AHTN/HS 2017 into AHTN/HS 2022’, built upon an earlier session conducted in December 2024, ’Effective Trade Management: HS/AHTN, and Tariff Implementation and Transposition.’
This follow-up workshop provided a detailed, step-by-step approach to the transposition process. It covered key aspects such as merging old tariff lines with varying tariff concessions and categories, managing complex tariff breakdowns, and addressing intricate product classifications involving multiple base rates and categories.
The workshop brought together twenty participants from Cambodia’s Ministry of Economy and Finance (MEF) and Ministry of Commerce – many of whom had also attended the previous session.
Closing remarks were delivered by Jeremy Gross, Director of Mekong Affairs and Capacity Building at ERIA, and You Monita, Deputy Director of Economic Integration and ASEAN at the MEF.
