ERIA and Shell Thailand Discuss Private-Sector Pathways for ASEAN Regional Oil Stockpiling
Bangkok, 14 September 2026: ERIA paid a courtesy visit to Shell Thailand at Shell House in Bangkok to exchange views on the ASEAN joint regional oil stockpiling initiative and explore potential avenues for private-sector participation.
The discussion focused on how existing storage infrastructure and commercial expertise could support ASEAN’s efforts to strengthen energy security and improve preparedness for future supply disruptions.
Shell Thailand’s delegation shared perspectives on storage availability, product sourcing, and possible business arrangements that could help make a regional stockpiling mechanism commercially workable. The discussion also highlighted the importance of clear government-to-government arrangements, designated offtakers, and an enabling policy framework.
Both sides recognised that private-sector participation will be important in translating regional energy security concepts into practical implementation. Discussions highlighted the need for commercial viability, regulatory clarity, and co-ordination with relevant government authorities.
The meeting also touched on Thailand’s potential role in the initiative, given its existing refining and storage infrastructure. Further engagement with government and industry stakeholders was identified as an important next step.
The meeting concluded with ERIA and Shell Thailand agreeing to continue discussions on possible models for regional oil stockpiling, including follow-up engagement ahead of upcoming ASEAN energy meetings.
