Strengthening ASEAN Good Regulatory Practice (GRP) in Cambodia’s EV Ecosystem
Phnom Penh, 1 October 2025: To strengthen the implementation of Good Regulatory Practice (GRP) in Cambodia, ERIA is supporting the Council of Jurists (Co J) and the Ministry of Commerce (Mo C) through a pilot project designed to trial the ASEAN Handbook on GRP. As part of this initiative, ERIA co-hosted the second workshop of the pilot, focusing on battery charging infrastructure for electric vehicles (EVs).
Building on the first workshop held in July, this second session focused on completing the final three elements of the Regulatory Impact Statement (RIS). Conducted in Phnom Penh from 30 September to 1 October, the workshop aimed to finalise the RIS, ensuring alignment with both ASEAN’s GRP framework and Cambodia’s national development priorities for EVs.
In his welcoming remarks, Jeremy Gross, Director of Mekong Affairs and Capacity Building at ERIA, underscored the organisation’s ongoing commitment to supporting ASEAN Member States, particularly Cambodia, in advancing GRP implementation to enhance regulatory quality and governance.
H.E. Sea Mao, Secretary of State at the Office of the Council of Ministers, and Vice President and Secretary General of the Council of Jurists, highlighted GRP as a central element of Cambodia’s broader efforts to strengthen institutional capacity, improve access to legal data, and drive institutional reform. He emphasised the importance of applying GRP in the EV sector, describing it as a transformative area that spans energy infrastructure, consumer protection, and innovation.
The workshop gathered 23 participants from various ministries, state agencies, and key EV sector stakeholders to provide feedback on the draft RIS. The sessions were facilitated by Mr Mohamad Izahar Mohamad Izham and Mr Ahmad Harits Johari from Zaid Ibrahim & Co., who guided discussions on integrating best practices and improving policy coherence.
This initiative marks a key step in strengthening Cambodia’s regulatory ecosystem, supporting its transition toward a sustainable, inclusive, and innovation-driven EV industry, aligned with ASEAN’s GRP principles.
