ERIA Collaborates with ASEAN Secretariat and MITI to Host Regulatory Impact Analysis Workshop Series 2 in Malaysia

Petaling Jaya, 7 March 2024: The second instalment of the Regulatory Impact Analysis (RIA) Workshop Series took place at Hilton Petaling Jaya on 6-7 March 2024. A collaborative effort between ERIA, the ASEAN Secretariat, and the Ministry of Investment, Trade, and Industry (MITI) Malaysia, the workshop aimed to build upon insights gathered during the preceding Good Regulatory Practice (GRP) workshop conducted on 30 November – 1 December 2023.

This workshop is part of phases 3 and 4 of the ongoing Piloting GRP Project on the Electric Vehicles and Battery Industry in ASEAN. The primary focus of this event was to validate the Initial Regulatory Impact Statement (RIS), covering Elements 1-4 of the RIS, while advancing the Impact Analysis for the remaining elements (5-7). Active participation was observed from 15 representatives across eight line ministries and government agencies in Malaysia, including the Ministries of Natural Resources, Environment, and Climate Change; Ministry of Energy Transition and Water Transformation; Energy Commission; Ministry of Local Government Development; Malaysian Green Technology and Climate Change Corporation; Fire and Rescue Department of Malaysia; Malaysia Productivity Corporation, alongside Tenaga Nasional Berhad and the Zero Emission Vehicle Association.

The workshop was inaugurated by Arief Rizky Bakhtiar from the ASEAN Secretariat, setting the stage for two days of collaborative and insightful discussions. Guided by experts Hilmy Yazid and Mohamad Izahar, the workshop kicked off with a recap of Workshop Series 1, followed by the validation of the draft initial RIS and focused discussion sessions on various elements, including consultation. The event concluded with a comprehensive summary, outlining the way forward and closing remarks. Moving forward, a Regulatory Impact Statement report will be generated based on the validated findings from this workshop.

The workshop accomplished its objectives, offering a platform for meaningful discussions and collaboration among key stakeholders in the EV and Battery Industry. The validated findings, insights gained, and recommendations formulated during the workshop are anticipated to make significant contributions to the progression of regulatory impact analysis within the EV and Battery Industry in Malaysia and the broader ASEAN region.
