Jakarta, 17 January 2024: ERIA and the Coordinating Ministry for Economic Affairs of Indonesia hosted a Good Regulatory Practice (GRP) workshop at ERIA’s office on 16 and 17 January 2024, as part of the ongoing Piloting of Good Regulatory Practice in Selected Strategic Sectors in ASEAN: Electric Vehicles and Batteries Industry (Indonesia).
The workshop aimed to introduce and raise awareness among ASEAN Member States (AMS) on GRP, as well as the initiatives under ASEAN for the promotion and implementation of GRP, including the ASEAN Good Regulatory Practice Core Principles, the ASEAN Handbook on Good Regulatory Practice, and the principles of Regulatory Impact Analysis. The goal was also to socialise and develop buy-in on the Pilot Project to the regulators in the AMS and to develop the preliminary framework for the EV and Batteries Regulatory Impact Statement.
There were 22 participants from the following ministries:
- Coordinating Ministry for Economic Affairs;
- Coordinating Ministry for Maritime and Investment Affairs;
- Ministry of Industry;
- Ministry of Energy and Mineral Resources; and
- Ministry of Transportation.
Following the opening remarks by Netty Muharni, Assistant Deputy Minister for Regional and Sub-Regional Cooperation at the Deputy Ministry of International Economic Cooperation and Dr Intan Murnira Ramli, Senior Policy Fellow of ERIA, Rizki Triana Putri from the Ministry of Industry lead a sharing session.
During the sharing session, participants delved into various topics, including the comprehensive end-to-end manufacturing process of Electric Vehicle (EV) Batteries, spanning from mining to assembly, and an exploration of its regulatory framework.
Following this, attendees were briefed on the initiation, progress, and significant activities of the Pilot Project. A notable highlight was the issuance of the Inception Report on 22 November 2023 to the AMS.
Additionally, the workshop discussed the introduction of GRP in ASEAN in 2015 via the ASEAN Economic Community Blueprint 2025, and its subsequent progress towards the development of the ASEAN GRP Workplan in 2017, the Core Principles in 2018, and the Handbook in 2022.
The workshop proceeded to introduce the participants to GRP, methods of implementing GRP in each AMS, preparing a Regulatory Impact Analysis (RIA), as well as discussing in-depth the seven elements of RIA: the problem statement, objectives, options, impact analysis, consultation, conclusion and recommendation, and strategy for implementation.
On the second day of the workshop, participants were guided to develop the preliminary framework of the RIS. Indonesia has chosen ‘Recycling and Remanufacturing of EV Batteries’ as the focus of its RIS. At the end of the day, a preliminary framework for the RIS was developed for Elements 1 - 4 (problem statement, objectives, options, impact analysis).
