Enabling the Development of Solar PV Supply Chains in ASEAN and East Asian Regions

The increasing concerns on climate change and more recently high energy prices have led many countries in ASEAN and East Asia to develop strategies for energy security and to accelerate energy transitions. To this end, governments across the regions have set out long-term energy plans to scale up renewable power generation. Six countries in ASEAN have set a target for Net Zero Emissions by 2050 and 2060. Various energy projections at the regional and country-level show that power generation from solar PV rises rapidly across different scenarios, even in the BAU scenarios that are less ambitious. These results also indicate that solar power is a promising energy source that plays a key role in future energy transition. Indeed, scaling up solar power generation would require solar PV manufacturing capacity to expand on a greater scale-escalating demand for critical materials and investment in solar PV manufacturers.

Securing the regional supply chain forsolar energy plays a critical role in meeting the regional energy security and accelerating energy transitions. The growing energy needs in ASEAN and East Asia created unique opportunities for solar PV manufacturers in the regions. The speed of change in cost reduction and increasing demand provide strong cases for the countries in the regions to participate and build a strong regional supply chain and production networks. However, the solar supply chains development in the regions is still at a nascent stage. China remains the dominant player in every single solar PV supply chain segment. Its shares in each of the supply chain segments exceeded 80%. This high concentration of solar PV manufacturing represents a substantial vulnerability to supply chain disruptions. If left unaddressed, vulnerabilities along the supply chain segments may lead to supply constraints and higher prices that could slow down the energy transition pace.

This workshop aims to bring together emerging ideas, practices, and policy pathways to enabling the development of solar PV supply chains in the region. Discussions with key stakeholders are designed to identify: (i) the status of solar PV supply chains in key countries in the region, (ii) barriers to scale up domestic manufacturing capacity, and (iii) enabling environment and policy support to increase the production capacity of local manufacturers. Insights from the discussions can guide policymakers to address opportunities and barriers, providing valuable inputs for devising a regional framework to strengthen the resiliency of solar PV supply chains.
