ERIA and Lao PDR's United Effort in Decarbonisation and Energy Transition

Vientiane, 22 March 2024: In a significant meeting underscoring regional efforts towards sustainable energy, Tetsuya Watanabe, President of ERIA, engaged in a dialogue with the President and Vice President of the Lao National Chamber of Commerce and Industry (LNCCI), Oudet Souvannavong and Bounleuth Luangpaseuth. The discussion highlighted both ERIA and Lao PDR's commitment to decarbonisation, energy transitions, and their roles in the Asia Zero Emission Community (AZEC).

Established in 2008, ERIA has been instrumental in addressing the ASEAN region's carbonisation challenges. During the AZEC Leaders’ Meeting in December 2023, ERIA played a pivotal role in discussions amongst 11 Asian countries and Australia, including the attendance of Lao PDR’s Prime Minister Sonexay Siphandone. President Watanabe highlighted ERIA’s mission to support ASEAN Member States, stating, ‘We are proud to support ASEAN and ASEAN Member States.’

Oudet Souvannavong reiterated Lao PDR’s historical commitment to green energy through hydropower, which is set to deliver more than 25,000 megawatts. The country’s natural resources, including forests covering 47% of the land, bolster its potential for sustainable development. Despite its small size, Lao PDR aims to expand its renewable energy portfolio, including solar and wind power.

Bounleuth Luangpaseuth pointed out the crucial role of local investors in hydropower development and the exploration of integrating solar energy with existing reservoirs. He emphasised the importance of sustained green power development for economic growth and energy exportation. He also mentioned collaborations with international partners, such as a Japanese company for green ammonia production, to expedite green energy projects.

President Watanabe noted the diverse energy landscapes within ASEAN, citing Indonesia’s reliance on fossil fuels compared to Lao PDR’s hydropower capabilities. He stressed the need for balanced solutions that ensure energy security and economic growth while progressing towards net zero emissions.

As Lao PDR prepares to host the ASEAN summit, it has a unique opportunity to showcase its green energy potential. ERIA’s ongoing support and the LNCCI’s proactive initiatives aim to position Lao PDR as a model for future green development in the region.
