Building Carbon Market Readiness: ERIA and Partners Engage Over 100 Industries in Indonesia

Bekasi, 30 July 2025: ERIA, in collaboration with the Indonesia Research Institute for Decarbonization (IRID) and Indonesia’s Ministry of Industry, co-hosted a series of stakeholder consultation workshops to advance discussions on greenhouse gas (GHG) emissions disclosure, emerging carbon pricing mechanisms, and the development of voluntary carbon markets in Indonesia.
The sub-regional workshops took place across four key industrial cities – Bandung (23 July), Surabaya (25 July), Semarang (29 July), and JABABEKA, Bekasi (30 July). More than 100 participants attended from across the manufacturing sector, including representatives from the paper, textile, and related industries.
The workshops aimed to deepen understanding of carbon pricing instruments and market-based mechanisms amongst industry stakeholders. Participants were introduced to the fundamentals of carbon pricing and its role in establishing a fair and inclusive national framework that encourages willingness to pay at appropriate prices.
At the core of the engagement was a Firm-Level Survey on the Carbon Economic Value Mechanism and Carbon Market Development in Indonesia, conducted as part of ERIA’s ongoing regional study titled Carbon Taxation, Revenue Recycling, and Competitiveness in ASEAN. The survey is designed to inform policymakers in ASEAN on designing carbon pricing policies that are not only effective but also equitable and responsive to industry realities.
Serving as critical consultation platforms, the workshops captured key insights into the readiness, concerns, and aspirations of industries – often amongst the most affected yet least consulted stakeholders in national climate and decarbonisation strategies.
Participants expressed growing interest in carbon pricing and recognised the need for continuous awareness-raising on emissions reporting and reduction strategies. Discussions also highlighted the importance of aligning carbon pricing policies with industrial competitiveness and the need for inclusive sectoral approaches to facilitate wider participation in carbon markets.
ERIA’s delegation was led by Dr Venkatachalam Anbumozhi and included Abigail Gracia Balthazar, Ayu Pratiwi Muyasyaroh, and Haekal Akbar Kartasasmita. The IRID team, comprising Kuki Soejachmoen and Mukhammad Faisol Amir, along with senior officials from the Ministry of Industry, facilitated dynamic exchanges on practical and strategic steps to enhance carbon market readiness in Indonesia.
The final report on ASEAN’s readiness for carbon pricing, based on this study, is expected to be released later this year.
