The East Asia Energy Forum was established in 2017 under the Energy Research Institute Network (ERIN) framework. The first forum was held in Bohol Island, Philippines in conjunction with the Asia Cooperation Dialogue, hosted by Department of Energy of the Philippines. The theme of the first forum was ‘How to Supply and Use Fossil Fuels?’ and featured speakers from the International Energy Agency (IEA), Organization of Petroleum Exporting Countries (OPEC), Gas Exporting Countries Forum (GECF). The second forum was held in Bangkok during the ASEAN Meeting on Energy Ministers (AMEM) week in collaboration with the Ministry of Energy of the Kingdom of Thailand.  The theme of the second forum was “Energy Connectivity in ASEAN”. The third and fourth forums were held online with the cooperation of the Ministry of Industry and Trade, Vietnam and the Ministry of Energy, Brunei Darussalam, respectively. The themes of these two forums were “Role of Carbon Capture Utilization Storage and Carbon Recycling in ASEAN and East Asia” and “A Low-Carbon Energy Transition in ASEAN Region”. Last year, the 5^th forum was held by hybrid system in Phnom Penh in collaboration with the Ministry of Mines and Energy, Cambodia to discuss “ASEAN’s Challenges on Carbon Neutrality and Energy Security”.

This year ERIA will hold the six forum on Bali, Indonesia under the ASEAN Energy Business Forum (AEBF) in collaboration with the Minister of Energy and Mineral Resources, Indonesia to discuss “The Future of Energy: Decarbonizing the Final Consumption Sector”.

After COP26, many ASEAN countries announced their intention to achieve carbon neutrality by 2050-60. After achieving carbon neutrality, they will increase renewable energy such as solar, hydro and wind intentionally. In order to achieve carbon neutrality in the ASEAN region, it is essential decarbonization occurs not only in the power sector, but also in the final energy consumption sector which consists of industry, transport, residential and commercial sectors. Energy efficiency and conservation (EEC) and electrification are crucial energy policies across the sectors. In addition, there is still heat demand in industry and commercial sectors, which could be met by hydrogen as an option to replace petroleum and gas consumption.  

The sixth forum will bring together experts from companies in industry, transport, and residential-commercial sectors focusing on the ASEAN region to discuss decarbonization. For the industrial sector, energy intensive industries are not common in the region. However, there are some industries that use a lot of energy, such as the iron and steel industry, which uses electric arc to melt scrap iron, the chemical industry to produce plastic materials and cement industry in several ASEAN countries. In addition, boilers and furnaces are popular equipment used to produce steam and heat, and ceramics in the whole industry sector. Basically, decarbonization in the industry sector will be driven by EEC and electrification, but some heat demand will remain in ASEAN’s industry sector. In this regard, clean combustion fuel, such as hydrogen, will be indispensable.

For the transport sector, electric vehicles (EVs) are currently the focus of attention.  However, during the transition period, it is essential to improve the fuel economy of internal combustion engine (ICE) vehicles. In addition, fuel cell vehicles (FCVs) for heavy duty trucks and buses, synthetic fuel from recovered CO2, as well as hydrogen engines will all be discussed for their future potential. For residential and commercial sectors, LPG is a main fuel for cooking and heating water, and its demand is expected to dramatically increase due to continuous economic growth, especially in rural areas. Thus, shifting from LPG to electricity and clean combustion fuels such as hydrogen is crucial.

The forum will be opened by the Minister of Energy and Mineral Resources, Indonesia, and the Secretary General of ASEAN, followed by keynote speeches delivered by East Asia Summit (EAS) energy ministers. After the opening and keynote speeches, the forum will begin with a scene-setting presentation by ERIA, followed by three panel sessions to discuss decarbonization in the industry, transport and residential-commercial sectors by experts from the private sector.
