ERIA Special Lecture on 'Fukushima and Its Aftermath'

The Economic Research Institute for ASEAN and East Asia (ERIA) will hold a special lecture on ‘Fukushima and Its Aftermath’ by Mr Naomi Hirose, Executive Vice Chairman of Tokyo Electric Power Company Holdings (TEPCO) on Thursday, 16 May 2019. Mr Hirose will discuss TEPCO’s experience and challenges in the aftermath of the Fukushima Daiichi Nuclear Accident that happened in March 2011.

Immediately after the Fukushima Accident, Mr Hirose dedicated himself to create the system for Nuclear Damage Compensation. After becoming TEPCO’s President and CEO in 2012, he led the company in addressing a number of highly complex issues such as overseeing water management, decommissioning plants for the Fukushima Daiichi Nuclear Power Station, compensating for the accident and Fukushima revitalisation, as well as keeping TEPCO competitive while facing the deregulation of Japan’s electricity market.

ERIA has conducted a variety of studies on energy policy in ASEAN. According to ERIA’s research, as ASEAN Member States attempt to reduce their fossil fuel consumption in the face of rising electricity demand, they have come to have a more positive view on the introduction of nuclear generation. However, after the Fukushima Accident, a surge of public anxiety and the ensuing difficulty in securing societal agreement for nuclear power has led many governments to consider suspending installation of new nuclear facilities. Despite the heightened public anxiety, nuclear energy remains an important option for the ASEAN+6 countries, due to insufficient renewable resources and the increasing effects of pollution from fossil fuels. Once there is political willingness and public support, several ASEAN countries, including Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam are likely to proceed with their nuclear power programmes. Nuclear power generation can provide these countries with energy security, and thus the ability to tolerate high gas prices, and a solution to environmental problems such as climate change. 

Short Bio

Mr Naomi Hirose is an Executive Vice Chairman of Tokyo Electric Power Company. He currently oversees the company’s passionate and steadfast efforts to reconstruct and revitalise Fukushima Prefecture. Mr Hirose received his B.A in Sociology from Hitotsubashi University in 1976 and his MBA from Yale School of Management in 1983.
