Side Event 2 (Afternoon Session)– Development of Bioenergy Market Potential in ASEAN

Sustainable bioenergy is essential for domestic and regional energy security, as the use of domestically produced biofuels can improve the self-sufficiency of countries with net energy imports and reduce the economic burden of importing crude oil for nations (IEA, 2019) and therefore play a major role in the ASEAN energy transition in the coming decades. Here, the The expansion of sustainable bioenergy in ASEAN could benefit not only individual countries, but also the region. The issues are to find and expand the ASEAN potential of sustainable bioenergy.

The ACE’s 7th ASEAN Energy Outlook (AEO7) explored the implications of promoting least cost planning in the electric sector through the LCO Scenario to achieve regional RE generation targets. This scenario foresees that it achieves a higher share of total generating capacity in 2050 (23.9%), while the percentage for natural gas declines to 16.5%. There is significant bioenergy growth, reaching a share of 11.5% in 2050 compared to the current value of 3.2%. A study conducted by ERIA (Yamaguchi, 2014), revealed that by 2035 bioethanol market integration in the Asian 16 countries region could add up market potential by three times while in the case of biodiesel, market integration would increase market potential by four times.

Though having abundant feedstocks, developing countries, such as ASEAN Member States are struggling to build dependency on biomass in a sustainable way. On the on hand, sustainable bioenergy policies should consider effects on food supply chains. Any negative impact on prices, distribution, and food availability should be viewed as a priority. Bioenergy technologies deployment should focus on human priorities, bringing alternatives such as bioenergy produced from waste or human residuals, and reduce dependency on any vital food supplements. On the other hand, the collective benefits of the expansion of bioenergy are not only regional energy security, but also the mitigation of global warming.

This international conference shall support the Priority Number 4.1. of the PEDs, Indonesia ASEAN Chairmanship, calling for analysing bioenergy market potential. Its core strategy consists of the improvement of the enabling environment: improve productivity and enhance regional cooperation for trade and energy security. Also, the development of next generation biofuels as a mid- to long-term solution should also be pursued in line with the development of energy-agricultural integration for the security of both sectors.
