Outline


The Great East Japan Earthquake and 2011 Thailand floods have revealed crucial natural disaster risks in East Asia. In particular is the impact of damage to industrial clusters in East Asia which may affect the whole global supply-chain. Based on these experiences, there are trends of shifting of production sites from existing industrial clusters in order to diversify natural disaster risks.

On the other hand, existing industrial clusters, with their supporting industries, continue to play important roles for an efficient production network. In order to sustain the competitive edge of East Asia as an investment destination and to increase the flow of Foreign Direct Investment (FDI) into the region, sufficient policy measures must be taken to counter or mitigate natural disaster risks as a part of a promotion of policies for industrial clusters represented by industrial parks in the region.

The objective of this Project is to identify the most efficient policy measures in order to secure supply-chain for industrial parks to counter the potential natural disasters, by understanding the vulnerability of the logistics networks sustaining supply-chain to natural disasters in East Asia.

In summary, what would emerge from the Project are as follows:
1. To identify vulnerabilities of industrial parks themselves and their logistics network sustaining supply-chain to large natural disasters in East Asia selected as case studies.
2. To identify issues of concern on disaster prevention and reduction for the industrial parks including the disaster recovery on their logistics networks sustaining supply-chain in East Asia.
3. To propose necessary policies on disaster prevention and reduction for the industrial parks from the point of view of resiliency of logistics network sustaining supply-chain in East Asia.
