The History of ERIA until its establishment
November 2006 ERIA Expert Group Meeting
November 2006, Experts from 16 countries and the ASEAN Secretariat have had intensive discussions and elaborated the idea of ERIA. They have shared the views on the basic concept, guiding principles, structure, research themes, capacity building programs, etc.
On April 1, 2007 in Manila, Experts Group agreed on the Points of Convergence on Institutional Set-Up of ERIA, which illustrated the adjectives, activities and policy interface of ERIA.

The following are the points of convergence achieved on April 1, 2007 in Manila:
Objectives of ERIA
- To facilitate ASEAN Economic Community building and support ASEAN’s role as the driver of the
wider economic integration and sustainable growth in the region,
- To contribute to narrowing of the development gaps and fostering research capabilities which can value-add to public
policy-making,
- To nurture a greater sense of community in East Asia
Activities of ERIA
- To undertake research, policy analyses, strategic planning and provide policy recommendations and support to the Secretary-General of ASEAN in stepping up ASEAN’s regional integration and cooperation efforts,
- To provide a tripartite-type forum for policy dialogue and interactions among researchers,
policymakers and civil society

To establish a common platform for economic studies in East Asia -
To improve policy research capacities, especially in the less developed countries.

January 2007 ASEAN / East Asia-related Summit
January 2007, the proposal to establish ERIA was welcomed by all the leaders in East Asia.

Economic Development and Regional Integration
12. We welcomed ASEAN's efforts towards further integration and community building, and reaffirmed our resolve to work closely together in narrowing development gaps in our region. We reiterated our support for ASEAN's role as the driving force for economic integration in this region. We welcomed Japan's proposal for an Economic Research Institute for ASEAN and East Asia (ERIA).

May 2007 Soft Open of ERIA projects
May 2007, a couple of “test-run” research and capacity building projects have been started through collaboration among the regional research institutes.
August 2007 ASEAN-related Economic Ministers Meeting
August 2007, Progress report was made from Secretary General of ASEAN. Ministers discussed on the Test-Run Projects reported by the Chair of ERIA Experts Group. Ministers expressed their commitment toward the establishment of ERIA at the next EAS.

Toward Further Economic Development and Integration in East Asia
9. The Ministers welcomed the progress of the Economic Research Institute for ASEAN and East Asia (ERIA), noting that the Experts Group agreed on its objective, basic concept, principles and institutional set-up, agreed among the Experts as reported by Secretary General of ASEAN who was requested to coordinate steps to reach a consensus on ERIA’s location at the next EAS. They noted the progress of Test-Run projects; "Developing a Roadmap toward East Asian Economic Integration" and "Energy Security in East Asia", as stated in the report by Chair of the Experts Group, in that they are policy-oriented and truly relevant for policy makers. They expressed their commitment towards the establishment of the ERIA at the next EAS.

November 2007 Establishment of ERIA
ERIA was established at the 3rd East Asia Summit in November 2007, with agreement by all the leaders at the 3rd EAS. (EAS: ASEAN, Australia, China, India, Japan, Republic of Korea, and New Zealand)

13. We agreed to the establishment of the Economic Research Institute of ASEAN and East Asia (ERIA) to be accommodated temporality at the ASEAN Secretariat. We welcomed the report submitted by the Expert Group, which focuses on research topics of strategic interest to the EAS countries. We encouraged the Expert Group to continue its research work and we looked forward t practical policy recommendations to further regional integration and strengthen partnerships in East Asia.

June 2008 ERIA Inaugural Governing Board Meeting
The inauguration was held at the ASEAN Secretariat. Attendees included board members nominated from 16countries in East Asia. ERIA launched as a full-fledged research activity body.

<The Statement on the Establishment of ERIA>
1. The Economic Research Institute for ASEAN and East Asia (ERIA) will be temporarily accommodated at the ASEAN Secretariat.
2. ERIA shall function as an independent research institute but shall maintain and develop strong communication ties with policy-making process. The results of its research works shall produce concrete and tangible policy recommendations that shall meet the needs of Ministerial and National Leader’s meetings.
3. ERIA shall maintain its highest academic standards in its research activities and provide a tripartite-type forum for policy dialogue and interactions among researchers, policymakers, and civil society.
4. ERIA shall provide meaningful resources for narrowing development gaps and enhancing research capabilities in countries in need for improvement of public policy-making and research abilities.
5. ERIA shall function as a common asset to the ASEAN and East Asian countries in providing a common platform for rigorous economic studies, and its activities shall be open in cooperation with various prominent economic research institutions and organizations around the world, just as the East Asian economic integration shall be wide open.
